The good bishop begins by talking about God, continues by understanding that God is invested in the difficult places in this world, and rejoices with the unsuspecting in God's redemptive presence in the difficulties. Evangelism, perhaps surprised-by-joy evangelism, indeed. Thank you, Bp. Willimon, for writing this. Thank you, Center for Barth Studies, for posting this.
Thank you for asking, and we can answer along with what the church has confessed when we say, “I believe the Holy Spirit.” Thus begins the Third Section of the Apostles’ Creed. And note that what follows concerns the church and the forgiveness of sins. God’s redemptive presence is God’s Holy Spirit, as following in grace upon the person and work of our Lord Jesus Christ, Who on Pentecost day gifted His Church, according to the promise of His Father for which his firrst diciples prayed as they waiting in Jerusalem under His orders, to share with Him in His mission in and with and for the whole world, as our Crucified and Risen Savoir, the Son of God and the New Human Being in the pouring out who has come, is come, and is coming. Our author ignores baptism in the Holy Spirit the and baptism in water. Notably: what does this mean for the church that practices infant baptism. The church, following Jesus, is under His command, and thus following Him, heralds Him.

Following behind Jesus means heralding Jesus, like John the Baptist. As we point to Him, we herald him, His redemptive coming for all human beings.
